Its first development is LaunchPad Baseline in San Bernardino, California.

What is LaunchPad Baseline?

LaunchPad Baseline is a 48-home mixed-use development in San Bernardino, CA. It includes approximately 6,000 square feet of commercial and community space, a commercial kitchen, solar and battery systems, and a complete mobility plan. It is designed to demonstrate that attainable housing, economic opportunity, and sustainable design can be achieved together.

Who does LaunchPad serve?

LaunchPad Baseline is designed to serve youth aging out of foster care, transition-age youth ages 18–26, women veterans with children, and low-income families with children. These are people who face structural barriers to opportunity — not because of lack of drive, but because of lack of access.

What is an Employment Social Enterprise (ESE)?

An Employment Social Enterprise is a business operated by a nonprofit that generates earned revenue while creating employment, training, and economic opportunity. LaunchPad will create an ESE centered initially on the commercial kitchen. It may include prepackaged meals, workforce training, paid experience, certifications, and participation by local small businesses. The goal is earned revenue and at least operational break-even.

Is LaunchPad endorsed by the City of San Bernardino?

Accepted Answer

No. LaunchPad Baseline is designed to align with goals expressed through FutureSB2050 and the City's General Plan, but LaunchPad does not imply City endorsement. Adopted policies are distinguished from drafts.

Why no on-site resident parking?

Accepted Answer

Reduced parking is achieved through land efficiency, affordability, accessibility, transit access, and a complete mobility plan including e-bike sharing. This approach frees land for housing and community uses, reduces construction costs, and supports a more sustainable development model.

How is LaunchPad funded?

Accepted Answer

LaunchPad Collective works with donors, foundations, DAFs, and impact partners through grants, DAF gifts, recoverable grants, PRIs, and other mission-aligned capital structures. Donations are accepted through Zeffy, a zero-fee platform for nonprofits.

Can the LaunchPad model be replicated elsewhere?

Yes. LaunchPad is designed as an emerging model for adaptation by nonprofits, agencies, and mission-driven developers elsewhere. As we build, we are learning what works — and what policy barriers must be addressed to make this model replicable at scale.
